Cagey -- at first glance I thought there was some sense in the notion that you have to allow drilling to benefit from the impact fee.
However, that argument is misleading. The truth is that Pennsylvanians will be impacted regardless of whether the drilling takes place in their particular municipality. Whether you are in a town with marcellus shale drilling or not, there could be (and probably will be), health and environmental impacts that affect you, such as the air pollution and carbon emissions from all the compressors, and the water pollution in and released by fracking fluids or the fracking process (radioactivity, methane, etc.)
