On a Page 174 of the Amended Act 47 Plan it states that the Fire Bureau does not expect to need a Recruit Class in the year of 2010. If that is the case, even though legally, a valid list of potential candidates should exist at all times for all positions, including firefighter candidates, the rush to complete this exam without proper job analysis, and test analysis was what? Has there ever been a time when a certified valid Civil Service list did not exist?
