That area in general is a dump (no pun intended), it's no surprise that this nonsense is occurring. I have repeatedly told my mother to sell that property (8434 Fransktown) as it has been a huge headache since my father passed away in 1993. Neither the city nor Penn Hills gives two you know whats to do anything about this problem.
