I really appreciate the work done by Ms. Haley et. al. that demonstrates that the current governmental "protection" embodied in setbacks are not protective. However, I must take issue with the conclusion that "a combination of reasonable setbacks and controls.." will do the job. No fracking is safe and must be halted immediately. While an appropriate setback can be useful in the case of explosions and fires, the much greater and pervasive risk is from the ambient air.
Children in schools go home at night, where they proportionally spend more time and therefore have a greater potential to be exposed to pollution there. Asking simply for setbacks and other mitigations in effect accepts location-based exposure to pollution -- decreased gas activity pollution (not no pollution) while at school, but ok where the children (and let's not forget the adults) live or go outside that setback.
